If you have enough low slots, and are willing to dedicate enough of them to fit lots of stabs, you can have more warp strength than it's practically sensical for a single enemy to have points in order to keep you still. Some ships, like one of the T2 hauler types, have inherent warp strength bonuses, and some ships, like interceptors and T3 cruisers with certain subsystems, are immune to warp interdiction (bubbles). If you have a ship with four stabs on it, someone who's trying to tackle you will need five points' worth of tackle in order to prevent you from warping away. Of course warp stabs won't save you from area interdiction, or the heavy interdictor's "infinite point."

If the ship has one stab, then two are needed, or instead a scrambler. So one long point (disruptor) is enough to tackle a normal ship with a normal engine. You need to have a total scramble strength above the target ship's warp strength in order to prevent it from warping away. Normal (non-officer) 20km+ warp disruptors have a power of 1 point warp scramblers, the ones that can also shut down MWDs, have a power of 2-3 points.
